radical torrents

Chomskytorrents.org provides a gathering place for torrents with progressive and radical content. As for now, it preserves a special place for the work of American dissident Noam Chomsky.

The blogthought was right on target, beautifully chosen; and the segue to the Chomsky resource a natural.
This is a use of the word "torrent" which I have not previously seen. I assume is it a semi-technical term? How do you define it?
